What is a moving form? – the basics explained
Definition of a moving form
A moving form is your official way of telling the municipality that you are going to live at a new address. Simply put: it is the document with which you report your change of address. As soon as you submit this form, the municipality will ensure that you are registered at your new address in the Personal Records Database (BRP). This system used to be called the GBA, but that no longer matters.
Moving to your new address the right way
The great thing is that the municipality will pass on your new details to all sorts of agencies. Think of the tax authorities, health insurers and other government organisations. This automatic message system will save you a lot of work when deregistering. Also always make sure that you arrange your affairs so that you do not run into problems later.
Please note these important points:
- You must report your new address within 5 days of your move
- The moving date is the day on which you actually start living in your new home
- You always need a valid ID
- Only the municipality where you are going to live can register you

The municipal moving form is the only one you really need to fill in. You can also arrange the rest later, but then you run the risk of missing important mail.
When do you need a moving form?
You need a moving form in these situations:
- Moving to another municipality in the Netherlands
- Moving within the same municipality to another address
- Temporary move longer than 4 months
- Living together at a new address
- Moving abroad (then you deregister)
An example: Sandra moved in with her boyfriend. She thought she didn't have to fill out a moving form because she was still officially registered with her parents. Wrong! Even when living together, you have to report your change of address. Temporary relocation is also important. Are you going to live somewhere else for more than 4 months? Then you have to report your new address. The municipality will then arrange your temporary registration.
How can I report my move to the municipality?
Steps for reporting your move via the moving form
You can report your move in three ways. Each municipality usually offers all options:
1. Online via DigiD This is by far the easiest way.
You only need your DigiD and you can even fill in the form up to 4 weeks in advance. A big advantage: you get immediate confirmation and the process is much faster.
2. In person at the counter Do you prefer face-to-face contact?
Then you go to the town hall. Take your valid ID and all other documents with you. In this case, you are obliged to take everything with you. Useful if you have complex questions or need help filling in. Of course, you can request this if necessary.
3. By post Some municipalities still accept forms submitted by post.
Then you send the form with all copies of documents to the correct address. Passing by post is still accepted. Please read all information carefully first so that you do it all correctly.

Pay attention to the municipality where you are going to live
Municipal websites Each municipality has its own system. Search the website of your new municipality for the moving form. You can usually find this under 'Civil Affairs' or 'Moving'. Some municipalities have very user-friendly systems, others are a bit old-fashioned.
DigiD is required
Your DigiD is essential for reporting online. So check in advance whether your DigiD is still valid. Without a working DigiD you cannot report your move online.
What happens after you submit your moving form?
After submitting your moving form, this is what happens:
Confirmation within 24-48 hours When you submit online, you will immediately see a confirmation screen. You will also receive an email later. It will take a little longer for a paper form. Processing in the BRP The municipality will enter your details in the Personal Records Database. This usually happens within 5 days of receiving your complete form.
Now it gets interesting. The municipality automatically passes on your new address to:
- The tax
- Health insurers (if you give permission)
- DUO (for student finance)
- Pension funds
- UWV (benefits agency for the allocation of social assistance)
- WMO organisations (Social Support Act)
This system usually works well. However, we always advise calling important institutions yourself. Better safe than sorry.
Who can report the move? – moving form powers
Who can submit a moving form?
Not everyone is allowed to submit a moving form for you. The law sets clear rules:
1. You can do it yourself!
Yourself (if you are 18+) Logical: you can always report your change of address yourself. You only need your valid ID and possibly other documents.
2. Partner or spouse
Your partner may report your move if you live together or are married. The municipality will then want proof of your relationship. Think of a marriage certificate or BRP extract.
3. Parents of minor children
Parents automatically arrange the move for their children under the age of 18. Sometimes the municipality asks for a copy of the birth certificate as proof.
4. Legal representative
For people under guardianship or curatorship, the legal representative can report the change of address. In that case, a copy of the court order is required.
Submit Power of Attorney for Moving Form
When do you need a power of attorney? A power of attorney is required if someone other than those mentioned above wants to report your move. For example, a family member or friend who is helping you.
Requirements for a valid power of attorney:
- Written power of attorney with signature of both parties
- Copy of identification of you and the person helping you
- Clear description of what may be arranged
- Date until which the power of attorney is valid
Please note these restrictions:
- Not all municipalities accept powers of attorney for online systems
- The power of attorney must specifically state that it concerns a change of address
- The person helping you must be able to explain why you cannot come yourself

Do you live in a nursing home or do you receive care via the WMO? Then sometimes special regulations apply. The municipality often ensures that care providers help you report your move.

Are you going abroad? Then you deregister with your current municipality. This process differs from a normal change of address within the Netherlands. You often need additional documents.

Mandatory documents for every moving form
Dutch identity card or passport For every change of address you need a valid ID. This can be a Dutch identity card, passport or driving license. Please note: the document must be valid at the time you report your move.
Proof of address of your new home You must be able to prove that you are really going to live at the new address. The municipality accepts these documents:
- Rental contract (minimum 6 months)
