Not always, but for older homes or unevenness of more than 3mm per meter, leveling is necessary. The floor installer assesses this during the measurement. Skipping can lead to an uneven result and creaking floor.
PVC/vinyl and thin laminate are best suited for underfloor heating. They conduct heat well. Solid wood floors are less suitable due to expansion. Ask your flooring installer for advice.
